Electricity (General)

Project Go Energy Assistance and Weatherization Assistance

Assists homeowners and renters in residential homes with past due electric bills. Also includes an “energy audit” which may result in home improvements such as insulating doors and windows, installing ceiling fans, and replacing old appliances (refrigerators, microwaves, etc) with newer energy efficient models. Roseville Electric:

Electric Rate Assistance Program

Provides a 15% discount on electric rates to households meeting financial eligibility guidelines. To Qualify: Total Household income for 1 person must less than or equal to 20,050, for 2 people 22,900, for 3 people 25,800, etc. To apply call (916) 774-5270.

PG&E: PG&E offers two energy assistance programs, plus the Reach Program

California Alternate Rate for Energy (CARE)

The CARE program provides low-income consumers in California a 20% discount on their gas and electricity bills, and CARE participants are exempt from recent electric rate increases. To Qualify: An annual income of less than $22,000 for a household of 1 or 2 persons, 25,900 for 3 persons, and 5,200 for each additional household member. To apply call toll free 1-866-PGE-CARE.

Medical Baseline

Provides a rate reduction on up to 500 kilowatt hours of electricity and/or 25 therms of gas per month. To Qualify: A licensed medical doctor must certify that a full time resident of your home has a medical condition that requires special heating or cooling equipment/conditions to sustain the patients life. To apply call 1-800-743-5000

The REACH Program Through the Salvation Army

A one time energy assistance program (for PG&E) to help low-income customers, particularly the elderly, disabled, sick, working poor and unemployed, pay for their energy needs. Assistance is available once yearly, but exceptions are made for seniors, the physically challenged and the terminally ill. To Qualify: Applicants income must not exceed 150 percent of the federal poverty guidelines (i.e., monthly income after taxes should not exceed $1,451 for a family of two, $1,829 for a family of three, and $2,206 for a family of four). Pacific Bell

Universal Life Line

Provides a reduced rate for local unlimited service, currently 5.34 monthly. To Qualify: Family must meet the following income guidelines—1-2 persons $18,800, 3 persons, 22,200, 4 persons 26,700, and for each additional family member add 4,500. To apply call 1-800-310-2355.

Rent Assistance

Housing Choice Voucher Program (Formerly called Section 8)

Provides rental subsidies to low and very low-income households throughout Placer County, except in the City of Roseville. Not currently accepting applications, their web-site does say that they will be taking new applications in 2002. Check local newspapers or call the Housing Choice Voucher Program message machine (530) 889-7971 for new application dates.

Salvation Army

Provides emergency rental/housing assistance to low income families. For contact information see above “REACH” listing.

The Salt Mine

Provides emergency rental/housing assistance to low income families (when funds are available). Call (916) 645-3778.

St. Vincent de Paul

Provides emergency rental/housing assistance to individuals and families living in Placer County. Call (916) 781-3303

Roseville Housing Assistance

First Time Buyer Down Payment Assistance Program

Designed to promote home ownership for low income, first time buyers (no home ownership in the last three years, except mobile home not fixed to a permanent foundation), displaced homemakers, and single parents.

City’s Housing Rehabilitation Program

Provides low-income homeowners up to $40,000, through a combination of low interest loans and grants, to make health and safety repairs to their home.

Section 8 Rental Assistance Program

Provides approximately 70% of rental costs for low-income families. Also includes the Homeless Program for homeless families actively participating in the Home Start Program (transitional housing) and the Family Self Sufficiency Program which provides assistance to households who are working to become free of any type of public assistance (includes a five year contract).

Counseling

Communality Access Center

Based out of CSUS, counseling services are provided by advanced graduate students in the Department of Counselor Education. Costs are $65 dollars for one semester (14 sessions). Call 916-278-6252.

Placer County Access

Placer County Mental Health Services provided on a sliding scale basis. Accepts Medi­Cal. Call 530-886-5401.

Healing Waters

“Virtually Free wilderness adventures for people challenging HIV and AIDS,” consisting of a “physically and emotionally safe weekend of rafting, sea kayaking, cross-country skiing and snowshoeing, or backpacking.” Trips cost $15 and include transportation, food, lodging, equipment, and beginning level instruction.
