 A small working group was formed, after the May 12, 1999 Miller Park Neighborhood Association meeting, to work with Oscar's II to try and draft a Good Neighbor Agreement that lays out the responsibilities of all the parties involved. The Liquor Control Board had indicated that such an agreement would help pave the way for the reinstatement of the liquor license at Oscar's II.

    Let's start with a brief statement from Kay Godefroy, our facilitator (from the Seattle Neighborhood Group), about the purpose and goals of the meetings.

    A  letter from the Seattle Police Department to the Liquor Control Board was the starting point for our discussions: it details the Police Department's ideas for preventing future problems at Oscar's.
 
    The working group spent most of its time going through the Police Department list.
Here is  one draft of the list of conditions for the reopening of Oscar's II , and an annotated version of the Police Department letter, showing why we we made changes.
 
    Here are some comments from neighbors on Oscar's II and the original SPD list of proposed conditions and some  comments from neighbors  on the above revision to the proposed agreement and finally some comments from neighbors on the final draft.
 
 
The Miller Park Neighborhood Association sent out mailings (by E-mail, FAX and US mail) to Miller Park and Central Neighborhood Association members and to all the neighbors who signed in at the May 12 meeting. Here are copies of mailings sent:
