Work Group:
        I would like to take this opportunity to restate the group's purpose and desired outcomes.  As you will recall, we came together to work on a Good Neighbor Agreement (GNA) at the invitation of the McCoys.  The sole purpose of the group, which was set out at the first meeting, is to collaboratively create a GNA.  The GNA will be considered by the Washington State Liquor Control Board (WSLCB) in their deliberations regarding Barbara and Oscar's liquor license application.  In addition, all members of the work group agreed that we were working under the assumption that the application was for a Class H license.
 
    We discussed desired outcomes at our meeting on May 25th and came up with the following list (not in priority order) :
 

  •         Creation of a business association for the local business district
  •         More police presence
  •         Oscar's as a community attractor, e.g. Jazz, blues
  •         Preserve historic ethnic presence
  •         Breakfast, lunch and dinner service at Oscar's
  •         Community investment
  •         Positive displacement of problems
  •         community customer support of Oscar's
  • These outcomes could fit in the introduction section to the GNA.
     
        Last week we finished discussion of the last of the conditions sent to  the WSLCB by the City of Seattle in response to the McCoys' new application.  David Osgood has volunteered to draft the revised list.  We have agreed to add in contributions by the other GNA participants at the next meeting, June 10th.  (Each organization must work out their signing requirements prior to the meeting on 6/10 or the next and last meeting of the work group).  The work  group has not yet discussed any limit to the number of signing organizations or individuals.

            I propose that the agenda this Thursday consist of the other groups'  parts to the agreement and hopefully an outline of the background and goals  statements for the GNA.  Hopefully, David Osgood will again volunteer to draft  the language and we can finalize the GNA at a meeting the week of June 14th  (date to be selected at 6/10 meeting.)
