Should Oscars  II, a bar and lounge at 2051 E. Madison Street,  get a
liquor license?

        The liquor license at  Oscars II was canceled  in  January 1998
as a result of a long history of drug trafficking.  They have recently
reapplied for a license to serve beer, wine and spirits.

        The City of Seattle is opposing this application unless an
_extensive_ list of measures is followed to prevent the resumption of drug
trafficking at Oscars II.

        We'll meet with Oscar and Barbara McCoy, owners of Oscars II, to
hear their plans to prevent problems when/if their bar re-opens and to
share with them our experiences of the impact of the bars on Madison on
our lives.

        Also present will be Mr. Charles Brydon,  one of the 3 members of
the  Washington State Liquor Control Board.  He'll be able to answer
questions about the Liquor Boards rules and procedures, and will hear our
concerns about the Oscars license application. He's been taking a keen
interest in the bars on Madison, including the license recently issued to
the Twilight Exit (2020 E. Madison).

        The Captain of the East Precinct and the City Attorney will also
be there to describe past problems at Oscars, attempts to fix them, and
their expectations and hopes for Oscars if/when it reopens.

        We'll also hear from Planned Parenthood, who have just started
construction on their new headquarters on E. Madison. They will  show us
a model of the building and also a model of the beautiful fountain that is
going to be part of the plaza.
