Dear friends,

At the May 12 meeting of the Miller Park Neighborhood Association, a working group was formed to meet with Oscar and Barbara McCoy to discuss the reopening of Oscarís II, their restaurant and bar at 2051 E. Madison. That group, moderated by Kay Godefroy of the Seattle Neighborhood Group (323-9583), has now met three times, and will next meet on Thursday June 10th. We agreed that we would try to draw up a ìGood Neighbor Agreementî that lays out the expectations and responsibilities of all the parties involved.

The Miller Park Neighborhood Association was represented by Andrew Taylor, Liz Ellis and Doris Brevoort. The McCoys, several of their supporters and their lawyer were present, as were one or more Liquor Board Officers, Lt. Harry Bailey or Capt. Toni Malliet of the East Precinct, Shelly Hickey from the City Attorneyís Office and John Capps, a Deacon from Mt. Zion Baptist Church.

 

What have we done? What will we do next?

 

ï We have spent most of our time discussing the McCoyís part of the Good Neighbor Agreement. We based our discussions on the list of 14 proposed conditions submitted to the Liquor Control Board by the Seattle Police Department, which I sent you in my last letter. We have discussed their feasibility and potential usefulness, and are finalizing our version of them. We hope to finish it next time.

ï At the next meeting, each of the groups (Oscar's, Miller Park Neighborhood Association, Mt. Zion Church, Seattle Police Department) will present their proposed parts of the Good Neighbor Agreement, which will detail each group's commitment to helping the McCoy's to maintain a thriving safe business.

 

What do you want me to do?

 

1) Send us your comments on the enclosed list of proposed conditions for the McCoys' operation of Oscar's II.

2) Send us your comments and suggestions on the draft of the Miller Park part of the Good Neighbor Agreement (also enclosed). This is our proposal for things that we all can do to help the McCoy's business. Please read it carefully and tell me anything that you don't think we can reasonably do. Feel free to suggest other things we can agree to do.

3) We are planning to finalize and sign the agreement in the next couple of weeks. I am hereby requesting the permission of Miller Park Neighborhood Association members (i.e. those of you living or working within our boundaries of E. Madison, E. Mercer, 17th E. and 25th E.) to give me the authority to sign on your behalf.
