description = At approximately 9:30am, witness returned home and observed male suspect leaning against retaining wall on corner of 22nd Ave E & E John. Witness parked and suspect approached witness and inquired about the household and baby items left outside for NWC pickup that day. Suspect asked if they were being thrown away/going to the dump. Witness replied they were there for pickup to help needy families. Suspect said "That's a good cause" and walked across the street. Witness entered house and felt that something wasn't quite right. Witness continued to observe suspect who approached a white Toyota Corolla parked facing north on 22nd Ave E, about 10 yards from the corner. Suspect went to car, looked in the passenger window, leaned back against the car for a few minutes. Witness took out recycling to get a better look and then suspect sauntered back to the corner, appearing to be waiting for the bus. Witness reentered house and kept observing suspect. Suspect th!
en went back to the car, pulled out something (an object about 1 foot long, like a ruler) from under his coat which was draped over his shoulders and proceeded to enter the passenger door of the car. Witness called police as this was happening and reported a description of what was going on. A neighbor arriving at this time noticed the lone man sitting slumped down in the passenger seat. Witness observed the car drive off northbound at a slow rate of speed. Witness is not sure whose car this was but has seen it around the neighborhood.

He is male, approx 6 ft tall, slender to medium build, shorter dark curly hair, moustache, resembled the man who owns the Greek deli in the Market (where they have those great gyros) but younger, maybe late 30's or early 40's; nicely dressed, dark clothes, denim longer style jacket (not Gap style with pockets) tied around shoulders.

description = At approximately 10 pm, witness heard a baby screaming at the bus stop located on E John St between 21st Ave E and 22nd Ave E. Being a mother, the witness was concerned that the baby's cries were not usual upset baby noises but that something was very wrong/painful. Witness picked up some trash ostensibly to throw it away in the trash can at the bus stop. As the witness approached the bus stop, the witness observed a single white male approximately 35-45 years old, approx 5 feet 7 inches, with curly shoulder length unkept brownish hair wearing a baseball hat and a dingy white shirt. The man was also wearing worn baggy jeans and a dark thin old belt. These jeans were open, undone and low on the buttocks of the man. As witness reached garbage can, man turned from the bus shelter keeping his back to the witness and proceeded to urinate on the retaining wall immediately across from the bus shelter right in front of the witness. The man was holding an approx 9 month old baby (could not tell if boy or girl but sense that it was a girl) in his left hand. The baby was crying (but no longer screaming as before) and was wearing a white footed sleeper with long sleeves and a very small pattern... There was also a blanket draped over the man's shoulder. Witness asked the man if the baby was okay, what was going on. Man was evasive as he tried to fasten his jeans while moving westbound on E John. Man appeared to be under the influence of drugs, alcohol or other substance that slurred his speech and made his movements slow and awkward. The witness was even more concerned for the safety of the baby. Witness repeatedly asked the man while following him around the corner and northbound on 21st Ave E. Witness watched him for about a half block and then ran to call the police who came immediately. They could not find the man which leads the witness to wonder if the man lives close by.

other_comments = Witness has never seen this man before in the neighborhood. The baby appeared to be very healthy and well tended in contradiction to the man's appearance (his face reminded the witness of a basset hound, very droopy cheeks and under the eyes.) Witness is concerned that the mother may not be aware that this person had the baby. Regardless of what really happened (and the witness does not even want to imagine) that man should not have had a baby in his condition. He did have a bottle in his jeans pocket but no diaper bag or other objects one associates with caring for a baby. Perhaps he offered to take care of the baby for a little while while the mother slept, etc. Anyway, the whole thing did not feel right at all.

description = Sometime in the night a "party" whos attands were all trespassers occured on a privately owned walkway. A big mess was the result: destruction of landscaping, broken glass, cigarette and drug debris was left. This property has a no tresspass posting at either end of the walkway. Unfortunately this is not an isolated occurance, just one I took the time to report.

Since you installed the fence a few weeks ago I have seen very little
undesirable activity around your property. Thank you for taking that step,
which has made a big difference.

I am concerned that the last few nights the lights haven't been turned on,
and now tonight the fence is wide open, and again the toilet is left
unlocked. I think the key to discouraging bad traffic is consistency.

I will be sure to inform you in the night if I am awaken due to your, or
your agents, lack of care in securing your property.

On another matter, again today I found my garage door blocked by a crane.
The city's street and alley people tell me that each time you create that
situation you need to have a permit.

The city has no record of permits issued for such activity. Part of the
permit process is to notify those affected. I have been more than
understanding and have often moved my car to avoid disruptions to your
project.

I'm tired of accommodating. I am running out of patience. These are
reoccurring issues.

While I appreciate your past responsiveness and apologies on these matters,
they are not a replacement for them not happening. You have provided many
assurances, however I look forward to the day that these elements are
handled proactively by you.

Illegal use of a private Porta-Potty by many partys during the night exploded in shouting at threats to kill each other, refrences to drug deals and an attempt to over turn the Porta-Potty. It is not news that the Seattle Police department applys different rules to how they handle complaints from Miller Park residents. We are getting really tired of the police turning a blind eye to emergency call from those of us living by the laws, when we ask the police to enforce those same laws on others in our back yards, streets and alleys!!!

Graham Black--

On several occasions you have been notified that there has been criminalactivity on your construction site at night. That on-going activity, which includes all-night drug use and associated disruptions, is unacceptable to those of us with adjacent properties.

We appreciate your security attempts, however, the lights are still left off many nights and the Port-O-Let is still left unlocked many nights. Now we find, having had another sleepless night, that you are out-of-town without leaving someone else in charge of monitoring your site.

I have had to call the police four times regarding use of the Port-O-Let for illegal activities that wake me in the wee hours. I figure that is three too many times.

In the past week nighttime activity has escalated to trespass in and around your two structures, and the physical menacing of a neighbor just outside her own front door.

Now, even when security measures are in place on your property, the criminals have gotten a taste for the wide availability of good hiding spots, and they know your buildings will be vacant at night. Some of
them don't even bother to hide, openly smoking crack next to your truck in the light of day--every day now.

You go home at night, just about the time the drug users and prostitutes get active, and we are still here. What has happened lately, is that we have the construction noise all day and the criminal noise all night. The former
we expect, the later is a new and unwelcome addition to our lives.

This area is a high crime zone. Everyone who lives here knows it, the police
know it, and you know it too. Perhaps you could post no trespass signs. Perhaps you could arrange for regular security checks. The lights and locks may not be enough.

The police, if they respond, are here briefly. The problems occur at regular intervals throughout the whole night. For everyone's sake please take appropriate action to reduce your liability, while increasing our protection and piece of mind.

Karen, Mary, Tony:
I am very sorry that my construction has led to an increase (beginning?) of illegal activity in the alley. My sense of things is that sanikan and buildings have given people a reason to stop, when they otherwise
would have passed on though.

I hope and trust that when the buildings are finished and sold the increased eyes and ears will mean that the criminal element will move on, and everyone will benefit from having new neighbors. That of course does not solve the continuing problem that Karen describes below, which is construction noise during the day, and illegal activity noise at night.

Following are measures that I am looking into:
-- Temporary chain link fencing along the east edge of the property;
-- temporary fence similar to the fence at the west edge of the property;
-- Hiring someone to check on the fence and sanikan and just be a presence a few times a night

Based on my (and my dad's) experience, no measure is a perfect foil to the lure of a construction site. Fencing will likely not be able to totally seal the property, so folks may just slip past, under or over if they want to use the site for cover. No trespassing signs are ignored. Hiring someone may put that person in danger, and lead to confrontations like what Karen described below. Increased police coverage would be great, but the police seem schizophrenic on the area; one night within a couple minutes of my arriving on site there were two police cars in the alley, with lights blazing, while Karen and Morgan's calls are either
not responded to or lazily responded to. When Jen and I built our house in Leschi, despite fencing and signs we had four burglaries, transients sleeping in the house, and lots of drug use in and around the sanikan and structure. Like you guys bordering Madison, we border the cd. I just don't know how to decrease the foot traffic that comes with construction sites.

I am open to any suggestions and input you have. Is it better to leave the truck in the alley, or not? For a while, I was parking it to make it almost impossible to walk through down the alley, but then I witnessed a mom and son climb into the stickers to get by, and then go into the apartments located south of Mary's place. So I started parking it down the middle of the alley.

Regarding the confrontation, I have not heard from any other neighbor, so I do not know who this person is. Possibly she wishes to not be known. If that is not the case, I would like to talk to her and hear what happened and offer my apologies.

Regarding July third, I have not been able to speak with with Steve (the lead framer) so I do not know if they forgot to lock up the sanikan and plug in the lights, or if the lights were unplugged and the sanikanforcibly opened.

I had been (and will continue to) visit the site between 4 and 10 pm to double check the lights and sanikan. This obviously did not happen on Wednesday. While Karen is right that I did not specifically have someone in charge of the site while I was gone, before I left I tried to (re)convey the importance of locking up the site and sanikan, and plugging in the lights to my crew. I must not have conveyed the message strenuously enough. I was also under the impression that my calls to the police and the lights were helping.

Again, I apologize. I know how important it is to feel safe and secure at home, and I know that my actions (inaction) are eroding this feeling for you guys. My goal is to build assets for the neighborhood that will benefit everyone -- I just need to figure out how to do it in an appropriate manner.

just after 11 p.m. I went to the window and witnessed the passenger in a
faded silver 1980s midsize American sedan (a really boxy one) fire

the gun barrel and the flash from the shot. The car was traveling at a
normal speed and did not appear to be swerving or driving otherwise

description = Between 2:15pm and 3:15 pm on Monday, the 11th, an unknown
person came up in our yard and took our mail from the mail box. They
proceeded to go through it, tearing open anything of a financial nature
(credit card statement, mortgage info, etc) and our phone bill as they
walked north on 22nd Ave E dropping the torn pieces and then turned west
on Thomas. Our neighbor, who was kind enough to "pick up the pieces" for
us, said she left on an errand at 2:15pm and returned about an hour later.
On Tuesday, we had no mail in our mailbox which indicated that someone had
taken it (we always have something, even junk mail)We have filed reports
with the Post Office, Postal Inspector and the police as instructed. We
are exploring other options as there isn't much anyone can do about this
unless surveillance of some sort was set up...We are concerned because of
everything we are hearing about identity theft, etc. We were wondering if
anyone had any problems of this nature!
(we have never heard anyone mention it in meetings, etc).

The Postal Inspector person I spoke to was rushed and
didn't remember to tell me to call the police; he seemed to think it was
kids doing a prank (right, kids who go after the financial info and leave
the zoo magazine intact)

At the time I reported it to the non-emergency #, I was not aware that the
distribution of torn mail extended around the corner headed west on Thomas
toward the school (I was under the impression that it was limited to right in
front of our house...) they handled it efficiently and gave me a case # which
I noted on the Postal Inspector form..

description = I was walking home from the 48 South bound bus stop at the corner
of 23rd and E Olive. I turned South at the corner of 22nd and E Olive and was
followed by a group of 4 black men who had been walking in my direction from the
West end of E Olive just East of the corner of 21st. I had noticed them as soon
as I had started West on E Olive since they were very loud. They were walking 2
by 2. The 2 in front were wearing puffy down style jackets. They ranged in
height from about 5' 3" to 5' 6". As they followed some three to four house lots
behind me they kept calling out, "I'm going to mess you." I assume that this was
a threat of physical violence against myself. I continued to walk at a steady
pace toward my house at 1612 22nd. I attempted to not acknowledge them. I walked
South past my residence on 22nd and up the drive way of the house to the South
of my own so as to duck out of sight of the four. I continued around to the back
of my house from that lot. They did not follow me.

description = My wife and I were waiting for the 7 bus West bound to Seattle
near the bus shelter on E Madison at Firestone Tire. A black man and women were
siting in the shelter. My wife and I had suitcases, as we were heading to the
airport that AM. The man in the shelter approached us and asked for money for
the bus for him and the woman. He made no mention of any relation, however did
state that he knew we were going to the airport since we had suitcases. I gave
him my bus ticket and stated that now I had no way to get to the airport. He
asked how the girl was going to ride the bus on one ticket. I replied that I did
not know. He returned to the shelter. Later the woman approached us and asked me
for ten dollars. She stated that I would be compensated and winked several times
at me. She said that they had been out all night. I left that bus stop while
stating that I had been more than nice to them. We proceeded West to the next bus
stop at the corner of E Madison St and 20th Ave to wait for the 7 bus. The bus
came and neither of the two were on the bus. I suspect that the incident had
occurred in order to drive us away from their "spot" on E Madison St.


I live between Olive and Pine on 22nd Ave. and I must say that it
seems as though foot traffic to and from the Deano's/Oscar's corner moving
past my house has increased dramatically since the middle of last summer and
I have often felt as though part of the police reaction to the Aaron Roberts
incident has to just back off entirely from our neighborhood and leave people
to their own devices (and vices).

Hi Andrew, as you know, we have a shootout in front of Oscars. One person was hit
in the shoulder. We also found some drugs on him. Probably a drug deal gone bad.
As you mentioned, we had the Mobile precinct up there a few nights ago, with our
ACT team up there taking enforcement action. They made an arrest of one subject
for a felony warrant. We plan to keep the pressure on around there so you should
see police activity pick up significantly. Please keep me posted on what you are

noise, loud parking, lots of people coming and going late into the night..the
police finally responded (which was good!) It seemed like a younger crowd as
well
