observed male suspect leaning against retaining wall on corner
of 22nd Ave E & E John. Witness parked and suspect approached
witness and inquired about the household and baby items left outside
for NWC pickup that day. Suspect asked if they were being thrown
away/going to the dump. Witness replied they were there for pickup
to help needy families. Suspect said "That's a good cause"
and walked across the street. Witness entered house and felt that
something wasn't quite right. Witness continued to observe suspect
who approached a white Toyota Corolla parked facing north on 22nd
Ave E, about 10 yards from the corner. Suspect went to car, looked
in the passenger window, leaned back against the car for a few
minutes. Witness took out recycling to get a better look and then
suspect sauntered back to the corner, appearing to be waiting
for the bus. Witness reentered house and kept observing suspect.

en went back to the car, pulled out something (an object about
1 foot long, like a ruler) from under his coat which was draped
over his shoulders and proceeded to enter the passenger door of
the car. Witness called police as this was happening and reported
a description of what was going on. A neighbor arriving at this
time noticed the lone man sitting slumped down in the passenger
seat. Witness observed the car drive off northbound at a slow
rate of speed. Witness is not sure whose car this was but has
seen it around the neighborhood.

build, shorter dark curly hair, moustache, resembled the man who
owns the Greek deli in the Market (where they have those great

dark clothes, denim longer style jacket (not Gap style with pockets)
tied around shoulders.

Since you installed the fence a few weeks ago I have seen very

undesirable activity around your property. Thank you for taking
that step,

I am concerned that the last few nights the lights haven't
been turned on,
and now tonight the fence is wide open, and again the toilet is

unlocked. I think the key to discouraging bad traffic is consistency.
I will be sure to inform you in the night if I am awaken due
to your, or
your agents, lack of care in securing your property.
On another matter, again today I found my garage door blocked
by a crane.
The city's street and alley people tell me that each time you
create that
situation you need to have a permit.
The city has no record of permits issued for such activity.
Part of the
permit process is to notify those affected. I have been more than
understanding and have often moved my car to avoid disruptions
to your
project.
I'm tired of accommodating. I am running out of patience. These
are
reoccurring issues.
While I appreciate your past responsiveness and apologies on
these matters,
they are not a replacement for them not happening. You have provided
many
assurances, however I look forward to the day that these elements
are
handled proactively by you.

Police department applys different rules to how they handle complaints
from Miller Park residents. We are getting really tired of the
police turning a blind eye to emergency call from those of us

laws on others in our back yards, streets and alleys!!!

We appreciate your security attempts, however, the lights are still left off many nights and the Port-O-Let is still left unlocked many nights. Now we find, having had another sleepless night, that you are out-of-town without leaving someone else in charge of monitoring your site.
I have had to call the police four times regarding use of the Port-O-Let for illegal activities that wake me in the wee hours. I figure that is three too many times.
In the past week nighttime activity has escalated to trespass in and around your two structures, and the physical menacing of a neighbor just outside her own front door.
Now, even when security measures are in place on your property, the criminals have gotten a taste for the wide availability of good hiding spots, and they know your buildings will be vacant at night. Some of
them don't even bother to hide, openly smoking crack next to your truck in the light of day--every day now.You go home at night, just about the time the drug users and prostitutes get active, and we are still here. What has happened lately, is that we have the construction noise all day and the criminal noise all night. The former
we expect, the later is a new and unwelcome addition to our lives.This area is a high crime zone. Everyone who lives here knows it, the police
know it, and you know it too. Perhaps you could post no trespass signs. Perhaps you could arrange for regular security checks. The lights and locks may not be enough.The police, if they respond, are here briefly. The problems occur at regular intervals throughout the whole night. For everyone's sake please take appropriate action to reduce your liability, while increasing our protection and piece of mind.

I am very sorry that my construction has led to an increase (beginning?) of illegal activity in the alley. My sense of things is that sanikan and buildings have given people a reason to stop, when they otherwise
would have passed on though.I hope and trust that when the buildings are finished and sold the increased eyes and ears will mean that the criminal element will move on, and everyone will benefit from having new neighbors. That of course does not solve the continuing problem that Karen describes below, which is construction noise during the day, and illegal activity noise at night.
Following are measures that I am looking into:
-- Temporary chain link fencing along the east edge of the property;
-- temporary fence similar to the fence at the west edge of the property;
-- Hiring someone to check on the fence and sanikan and just be a presence a few times a nightBased on my (and my dad's) experience, no measure is a perfect foil to the lure of a construction site. Fencing will likely not be able to totally seal the property, so folks may just slip past, under or over if they want to use the site for cover. No trespassing signs are ignored. Hiring someone may put that person in danger, and lead to confrontations like what Karen described below. Increased police coverage would be great, but the police seem schizophrenic on the area; one night within a couple minutes of my arriving on site there were two police cars in the alley, with lights blazing, while Karen and Morgan's calls are either
not responded to or lazily responded to. When Jen and I built our house in Leschi, despite fencing and signs we had four burglaries, transients sleeping in the house, and lots of drug use in and around the sanikan and structure. Like you guys bordering Madison, we border the cd. I just don't know how to decrease the foot traffic that comes with construction sites.I am open to any suggestions and input you have. Is it better to leave the truck in the alley, or not? For a while, I was parking it to make it almost impossible to walk through down the alley, but then I witnessed a mom and son climb into the stickers to get by, and then go into the apartments located south of Mary's place. So I started parking it down the middle of the alley.
Regarding the confrontation, I have not heard from any other neighbor, so I do not know who this person is. Possibly she wishes to not be known. If that is not the case, I would like to talk to her and hear what happened and offer my apologies.
Regarding July third, I have not been able to speak with with Steve (the lead framer) so I do not know if they forgot to lock up the sanikan and plug in the lights, or if the lights were unplugged and the sanikanforcibly opened.
I had been (and will continue to) visit the site between 4 and 10 pm to double check the lights and sanikan. This obviously did not happen on Wednesday. While Karen is right that I did not specifically have someone in charge of the site while I was gone, before I left I tried to (re)convey the importance of locking up the site and sanikan, and plugging in the lights to my crew. I must not have conveyed the message strenuously enough. I was also under the impression that my calls to the police and the lights were helping.
Again, I apologize. I know how important it is to feel safe and secure at home, and I know that my actions (inaction) are eroding this feeling for you guys. My goal is to build assets for the neighborhood that will benefit everyone -- I just need to figure out how to do it in an appropriate manner.

of my house from that lot. They did not follow me.

the bus for him and the woman. He made no mention of any relation,
however did
state that he knew we were going to the airport since we had suitcases.

him my bus ticket and stated that now I had no way to get to the
airport. He
asked how the girl was going to ride the bus on one ticket. I
replied that I did
not know. He returned to the shelter. Later the woman approached
us and asked me
for ten dollars. She stated that I would be compensated and winked
several times
at me. She said that they had been out all night. I left that
bus stop while
stating that I had been more than nice to them. We proceeded West
to the next bus
stop at the corner of E Madison St and 20th Ave to wait for the
7 bus. The bus
came and neither of the two were on the bus. I suspect that the
incident had
occurred in order to drive us away from their "spot"
on E Madison St.

Hi Andrew, as you know, we have a shootout in front of Oscars.
One person was hit
in the shoulder. We also found some drugs on him. Probably a drug
deal gone bad.
As you mentioned, we had the Mobile precinct up there a few nights
ago, with our
ACT team up there taking enforcement action. They made an arrest
of one subject
for a felony warrant. We plan to keep the pressure on around there
so you should
see police activity pick up significantly. Please keep me posted
on what you are
